MAIN DUTIES TO BE PERFORMED
1)
Under supervision, the incumbent performs a variety of specialised tasks to support budgetary functions, more specifically related to HR plan management and financial monitoring and reporting, such as:
a.
Monitor and update information relating to HR plan both in GSM and in the consolidated data base on HR plans; analyse the financial impact of programme changes on the HR plan. Calculate standard costs.
b.
Raise funding requests and Award Budget for all positions to ensure that all positions are duly funded to avoid OLD errors. Review and update task and award mapping in GSM.
c.
Analyse discrepancies pointed out by ACT /HQ during the monthly payroll OLD (Oracle Labour Distribution) run and resolve the funding issues within deadlines set by HQ.
d.
Calculate and verify costing and advise status of funds availability for positions in documents like Contract Extension Requests (CERs), post establishment papers and TIP/TGS contracts.
e.
Monitor implementation of work plans, prepare financial reports, assist in budget analysis, and carry out tasks related to monthly, annual, biennial closures.
f.
Prepare a first draft of BFO’s input to RD’s annual report and briefings for high level meetings.
2)
Advise staff, draft comments/correspondence related to the incumbent’s area of work.
3)
Replace other Assistants II in BFU during their absence. Perform any other task as assigned by the supervisor.

Functional Knowledge & Skills
Essential:
Good knowledge and understanding of WHO Financial Rules and Regulations, Manual Provisions, WHO’s automated accounting system (GSM), accounting principles in general.
Knowledge of ‘Excel’ spreadsheets and application of advance excel skills as applied to data generated from the GSM for conversion into user friendly reports.
Skills to operate computer with ease.
Education Qualifications
Essential: Secondary school education with specialization in budgeting and accounting. Training in computer applications including Excel. Diploma/certificate of specialization in accounting an advantage.
Experience
Essential: At least 6 years experience in budget or finance related work in UN or a large comparable organization.
Languages
Very good knowledge of written and spoken English.
